class=\"author-g-ylfkgio5vn104478\">Por esses motivos<\/span> <span class=\"author-g-ylfkgio5vn104478\">\u00e9 <\/span><span class=\"author-g-39wagf0q5kyv350i\">necess\u00e1rio entender os<\/span><span class=\"author-g-ylfkgio5vn104478\"> mecanismos que operam essa<\/span><span class=\"author-g-39wagf0q5kyv350i\"> financeiriza\u00e7\u00e3o e empresariamento da gest\u00e3o os processos e instrumentos que associam Estado e Capital numa agenda conjunta.\u00a0<\/span><\/div>\n<h1 id=\"magicdomid22\"><\/h1>\n<div id=\"magicdomid23\" class=\"\" style=\"text-align: justify;\"><span class=\"author-g-39wagf0q5kyv350i\">Desde sua cria\u00e7\u00e3o em 2011<\/span><span class=\"author-g-ylfkgio5vn104478\">,<\/span> <span class=\"author-g-ylfkgio5vn104478\">na gest\u00e3o do<\/span><span class=\"author-g-39wagf0q5kyv350i\"> prefeito <strong>M\u00e1rcio Lacerda<\/strong>, a PBH Ativos S\/A tem atuado como estrutura paralela \u00e0 Prefeitura, <\/span><span class=\"author-g-ylfkgio5vn104478\">sendo <\/span><span class=\"author-g-39wagf0q5kyv350i\">apresentada como facilitadora na \u201carticula\u00e7\u00e3o e operacionaliza\u00e7\u00e3o de pol\u00edticas p\u00fablicas voltadas para o desenvolvimento econ\u00f4mico e social do Munic\u00edpio\u201d.<\/span><span class=\"author-g-ylfkgio5vn104478\">\u00a0<\/span><\/div>\n<h1 id=\"magicdomid24\" style=\"text-align: justify;\"><\/h1>\n<div id=\"magicdomid25\" class=\"\" style=\"text-align: justify;\"><span class=\"author-g-ylfkgio5vn104478\">N\u00e3o. A consolida\u00e7\u00e3o dessa empresa n\u00e3o veio para construir desenvolvimento econ\u00f4mico e social para cidade. O que tem se observado, em concreto, na operacionaliza\u00e7\u00e3o da empresa, \u00e9 <\/span><span class=\"author-g-39wagf0q5kyv350i\">a transfer\u00eancia de vultuosas quantias de<\/span><span class=\"author-g-ylfkgio5vn104478\"> patrim\u00f4nio p\u00fablico<\/span><span class=\"author-g-39wagf0q5kyv350i\"> dos cofres do Munic\u00edpio para <\/span><span class=\"author-g-ylfkgio5vn104478\">PBH Ativos<\/span><span class=\"author-g-39wagf0q5kyv350i\">, sem que nenhuma melhoria seja revertida para a sociedade. <\/span><span class=\"author-g-ylfkgio5vn104478\">At\u00e9 agora<\/span><span class=\"author-g-39wagf0q5kyv350i\">, <\/span><span class=\"author-g-ylfkgio5vn104478\">a prefeitura<\/span><span class=\"author-g-39wagf0q5kyv350i\"> j\u00e1 transferiu recursos <\/span><span class=\"author-g-ylfkgio5vn104478\">d<\/span><span class=\"author-g-39wagf0q5kyv350i\">a ordem de <strong>1 bilh\u00e3o e 285 milh\u00f5es de reais<\/strong>, <\/span><span class=\"author-g-ylfkgio5vn104478\">que in<\/span><span class=\"author-g-wgoh0vmb7fncslb9\">cl<\/span><span class=\"author-g-ylfkgio5vn104478\">uem:<\/span><\/div>\n<div id=\"magicdomid26\" class=\"\"><\/div>\n<div id=\"magicdomid27\" class=\"\" style=\"padding-left: 60px;\"><strong><span class=\"author-g-ylfkgio5vn104478\">(i) <\/span><\/strong><span class=\"author-g-39wagf0q5kyv350i\">aportes em dinheiro;<\/span><\/div>\n<div id=\"magicdomid28\" class=\"\" style=\"padding-left: 60px;\"><strong><span class=\"author-g-ylfkgio5vn104478\">(ii) <\/span><\/strong><span class=\"author-g-39wagf0q5kyv350i\">cr\u00e9ditos tribut\u00e1rios e n\u00e3o tribut\u00e1rios do Munic\u00edpio;<\/span><\/div>\n<div id=\"magicdomid29\" class=\"\" style=\"padding-left: 60px;\"><strong><span class=\"author-g-ylfkgio5vn104478\">(iii) <\/span><\/strong><span class=\"author-g-39wagf0q5kyv350i\">cr\u00e9ditos a receber da COPASA\u00a0e;\u00a0<\/span><\/div>\n<div id=\"magicdomid30\" class=\"\" style=\"padding-left: 60px;\"><strong><span class=\"author-g-ylfkgio5vn104478\">(iv) <\/span><\/strong><span class=\"author-g-39wagf0q5kyv350i\">53 im\u00f3veis.\u00a0<\/span><\/div>\n<h1><\/h1>\n<div id=\"magicdomid32\" class=\"\" style=\"text-align: justify;\"><span class=\"author-g-39wagf0q5kyv350i\">Des<\/span><span class=\"author-g-ylfkgio5vn104478\">s<\/span><span class=\"author-g-39wagf0q5kyv350i\">es im\u00f3veis, vinte <\/span><span class=\"author-g-ylfkgio5vn104478\">est\u00e3o sujeitos a<\/span><span class=\"author-g-39wagf0q5kyv350i\"> leil\u00e3o como forma de integralizar o capital da empresa, valorizando as a\u00e7\u00f5es e remunerando, dessa forma, os seus acionistas.<\/span><span class=\"author-g-ylfkgio5vn104478\">\u00a0<\/span><\/div>\n<div class=\"\">\n<hr \/>\n<\/div>\n<h6><span class=\"author-g-ylfkgio5vn104478\" style=\"color: #808080;\"><em>&gt;&gt;&gt; IMPORTANTE: referido leil\u00e3o ainda n\u00e3o ocorreu porque foi suspenso judicialmente por meio de uma <span style=\"color: #00b7f9;\"><a style=\"color: #00b7f9;\" href=\"http:\/\/www.auditoriacidada.org.br\/denuncias-da-acd-embasam-acao-popular-contra-prefeitura-de-belo-horizonte\/\">a\u00e7\u00e3o popular<\/a> <\/span>proposta pelo\u00a0<span style=\"color: #00b7f9;\"><a style=\"color: #00b7f9;\" href=\"https:\/\/www.facebook.com\/auditoriacidada.pagina\/?fref=ts\">N\u00facleo Mineiro da Auditoria Cidad\u00e3 da D\u00edvida<\/a><\/span>. O encerramento do processo foi dado em 31 de Agosto de 2016 por meio do <a href=\"https:\/\/oucbh.indisciplinar.com\/wp-content\/uploads\/2016\/09\/Decisa\u0303o-Monocra\u0301tica-10000160280384000-9134632016.pdf\" target=\"_blank\">seguinte parecer<\/a>, tendo em vista a data prevista j\u00e1 transcorrida\u00a0.<\/em> <\/span><span class=\"author-g-ylfkgio5vn104478\">\u00a0<\/span><\/h6>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;1_2&#8243;][et_pb_text admin_label=&#8221;Text&#8221; background_layout=&#8221;light&#8221; text_orientation=&#8221;left&#8221;]<\/p>\n<h2 id=\"magicdomid38\"><span class=\"author-g-ylfkgio5vn104478 b\" style=\"color: #00b7f9;\"><b>Fazendo gra\u00e7a com chap\u00e9u alheio: a transfer\u00eancia irregular de im\u00f3veis p\u00fablicos \u00e0 PBH Ativos<\/b><\/span><\/h2>\n<p>&nbsp;<\/p>\n<div id=\"magicdomid40\" class=\"\" style=\"text-align: justify;\"><span class=\"author-g-ylfkgio5vn104478\">A transfer\u00eancia de bens p\u00fablicos para a PBH Ativos <\/span><span class=\"author-g-39wagf0q5kyv350i\">representa um processo de valoriza\u00e7\u00e3o de capital de empresa privada a partir de recursos p\u00fablicos. O<\/span><span class=\"author-g-ylfkgio5vn104478\">s<\/span><span class=\"author-g-39wagf0q5kyv350i\"> im\u00f3ve<\/span><span class=\"author-g-ylfkgio5vn104478\">is<\/span><span class=\"author-g-39wagf0q5kyv350i\"> que fo<\/span><span class=\"author-g-ylfkgio5vn104478\">ram <\/span><span class=\"author-g-39wagf0q5kyv350i\">transferido<\/span><span class=\"author-g-ylfkgio5vn104478\">s<\/span><span class=\"author-g-39wagf0q5kyv350i\"> para a PBH Ativos S\/A ao custo de seu valor venal <\/span><span class=\"author-g-ylfkgio5vn104478\">ser\u00e3o<\/span><span class=\"author-g-39wagf0q5kyv350i\"> vendid<\/span><span class=\"author-g-ylfkgio5vn104478\">os<\/span><span class=\"author-g-39wagf0q5kyv350i\"> e<\/span><span class=\"author-g-ylfkgio5vn104478\">m leil\u00e3o<\/span><span class=\"author-g-39wagf0q5kyv350i\"> pelo valor de mercado. E, em geral, o valor de mercado \u00e9 superior ao valor venal, pois este<\/span><span class=\"author-g-ylfkgio5vn104478\"> \u00faltimo<\/span><span class=\"author-g-39wagf0q5kyv350i\"> n\u00e3o incorpora o fen\u00f4meno da especula\u00e7\u00e3o imobili\u00e1ria<\/span> <span class=\"author-g-39wagf0q5kyv350i\">sobre os terrenos da cidade. Ou seja, uma <strong>transfer\u00eancia de riqueza advindas do setor p\u00fablico para compor uma empresa privada.<\/strong><\/span><\/div>\n<div id=\"magicdomid45\" class=\"\" style=\"text-align: justify;\"><\/div>\n<div id=\"magicdomid46\" class=\"\" style=\"text-align: justify;\"><span class=\"author-g-ylfkgio5vn104478\">Esse<\/span><span class=\"author-g-39wagf0q5kyv350i\"> processo <\/span><span class=\"author-g-ylfkgio5vn104478\">descreve os mecanismos<\/span> <span class=\"author-g-ylfkgio5vn104478\">de <\/span><span class=\"author-g-39wagf0q5kyv350i\">precariza\u00e7\u00e3o do Estado favorecendo o circuito de acumula\u00e7\u00e3o do capital<\/span><span class=\"author-g-ylfkgio5vn104478\">: <\/span><span class=\"author-g-39wagf0q5kyv350i\">vultuosas <\/span><span class=\"author-g-ylfkgio5vn104478\">transfer\u00eancias de patrim\u00f4nio p\u00fablico<\/span> <span class=\"author-g-ylfkgio5vn104478\">para e<\/span><span class=\"author-g-39wagf0q5kyv350i\">mpresa<\/span><span class=\"author-g-ylfkgio5vn104478\"> privada <\/span><span class=\"author-g-rwjpe31c3009hync\">s\u00e3o<\/span><span class=\"author-g-ylfkgio5vn104478\"> realizada<\/span><span class=\"author-g-rwjpe31c3009hync\">s<\/span><span class=\"author-g-39wagf0q5kyv350i\">\u00a0 sem <\/span><span class=\"author-g-ylfkgio5vn104478\">a previs\u00e3o de <\/span><span class=\"author-g-39wagf0q5kyv350i\">melhorias<\/span><span class=\"author-g-ylfkgio5vn104478\"> sociais e contrapartidas a serem r<\/span><span class=\"author-g-39wagf0q5kyv350i\">evertidas para a pr\u00f3pria sociedade que <\/span><span class=\"author-g-ylfkgio5vn104478\">gera e produz essa riqueza<\/span><span class=\"author-g-39wagf0q5kyv350i\"> coletivamente.
